Can u offer below asking price on a...

...foreclosure? Asking $199k want to offer $150k? I am considering putting an offer in on a home that is bank owned and listed at $199,000. It needs a LOT of work and so I want to offer $150,000. Can I do this with a foreclosure or do you have to offer the full listing price?
