Normally a court must have personal jurisdiction over the defendant to hear the claim in that jurisdiction. However, another form of personal jurisdiction is called "in rem" jurisdiction," which literally means that the "defendant" is the world in regards to one single piece of land. And the state that the land is located in would be able to hear the case and any and all interested parties will have to contest it in that jurisdiction.
