Default Foreclosure question?

My boyfriend was told over the phone by his mortgage company that they were going to go to foreclosure. He has not gotten anything in writing.Today he went over to his condo to pick up something he had there and found the locks changed. There was not a notice on the door. He is up to date on his condo fees so we don't think they would change to locks. His name is the only one on the condo.His question is 1) Can they lock him out like that without a written notice (They know his current address, they have sent him short sale information a few weeks ago). 2) Can he get his belonging out of the condo and if so, how?We live in ConnecticutLet me clarify1) I know the above information as being the facts. And don't assume "abandonment". There are many these days who are in financial difficulties and doing the best they can. I have been with him through this whole process and he has spent the past months trying to work out something. He hasn't been ignoring them. They KNOW where he is currently living and KNOW how to contact him.2) Banks DO and HAVE foreclosed illegally. I am trying to get information on if the due process has been followed.3) I would appreciate any comments/opinions on personal assumptions be left unsaid. Thank youAre we correct then that there should have been some kind of written communication before changing locks?Sorry I was not clear about the short sale. They did not send him notice .. he asked for forms so he could do the short sale himself. They dragged their feet on that and finally got the papers to him, but before he could find a Realtor to help with this ... this happened.He has not received any kind of written notice.
