Can you negotiate selling price on a home in

Pre-Foreclosure? There is a house for sale that we really like. It is priced fairly low and want to know if you can negotiate selling prices on homes that are in pre-foreclosure. Does your answer change if the house does actually make it to foreclosure?Thanks!
