[Hardwood Floors]

Our neighbors house has been in foreclosure since February 2008. We live in Madison, WI .The owner does not live in the house and the tenant pretends to be the owner. The house is for sale at way less than the mortgaged amount. Property taxes have not been paid in 2 years with a third starting in January. We can see that the lender never found the real owner to serve papers. Now, 9 months later, it looks like it is scheduled for dismissal. How can this possibly be? Do we have neighbors that are living rent-free and tax free in our neighborrhood?
