What to offer for foreclosure condo?

My husband and I looked at a 1 bedroom condo in foreclosure, and would like to place an offer. The listing price is $59,900. We were thinking of offering $62,000; does anyone know if this is reasonable?We are located in Central Florida. Thanks!
