Default when banks or mortgage co. send someone to...

...bid on foreclosure, what is the max bid amount they tell them tobid? lets say if there is 60k mortgage owe on the house whats the max bid...I was wondering because i went to one of these biddings at the courthouse and i bid 200 then the guy for the mortgage co. bid 1200. just wondering if anyone have any experience with winning any of these court foreclosure biddings?if the bank automatically bid 60k why did they start the auction off at 100 then?
