If you mean the expanded refinancing opportunity in the Making Homes Affordable Program, here's the basic concept. If you have been current on your monthly payments for the past year, and your mortgage balance is no more than 125% of the value of the house, you may be able to refinance. This program was just announced a couple of days ago, so it will be at least a few weeks before things get up and running and the details become clearer.
