Cool Helping Homeowners in CA?

Hi I want to work cases in CA but I'm hearing that some of the consultants can't collect their fees. Recently I received and email and it contained this small portion that caught my attention "One of the biggest factors was that California law precludes a licensee to accept up front fees to do a loss mitigation case.". How do we help people in CA and get paid for our efforts? I am a licensed agent in CA.
