Default When playing monopoly do the rules permit mortgaging...

...properties and using the money to buy houses? EG The houses purchased would be put on a set of properties without mortgages but other colors would be mortgaged to buy the houses for the first set-Do the rules of Monopoly allow this?

As long as your not putting the houses on the mortgaged property you can do anything you want with the money.Hotels and houses MUST be sold before the property is mortgaged.Here's a trick I used as a kid. If you have 1 or more railroads and 1 other player has the rest. Make an agreement to split the rent 50-50 and decide who will hold all the railroads. That way you both make a lot more money.In real life that would be called a merger.

Yes, the rules explain the procedure for mortgaging but don't limit the circumstances under which you may mortgage.BTW, Cromwell made a post about mergers. There are no rules for mergers in the rules, therefore it is not allowed.
