Does VA lenders only want high mortgages?

My dad been searching for VA lenders for home equity loans and most of seems to expect higher mortgage.. Our house mortgage is like 6,000 and our house is like 16,000 worth. My dad is veteran looking for VA loans to improve the house.. Help ?
