Default mortgage advice - Do we pay for this?

My partner and I are buying a house. After a survey it transpired that repairs need to be done on the house that come to the value of £4000 which means the mortgage company are holding onto that amount of money as a retainer.The estate agent have contacted the vendor who is happy to pay half of the repairs if we pay the other half. My question is this: Shouldn't we put in an offer that is £4000 less as the value of the house is less? If we pay the £2000 (half for repairs) it is making the house cost more when it is worth less. This is our first house and we don't know how it works! We don't want to lose money but if this sounds reasonable we are happy to do it. Do you have any thoughts?Thanks very muchDan
