Refinancing mortgage.?

My boyfriend currently owns the home that we live in, his mom is a co signer on the loan. We want to refinance for a better rate and to put the loan in both our names, and have his mother removed. We qualify for a much better rate, but the fees are over $3000 and we cannot afford that. Anyone have any advice on how to proceed? Thanks!
