I have heard that I cannot file my taxes...

...before Feb 15 if I paid mortgage interest, is this true? There are many rumors that the IRS is re-doing their computers as ordered by Congress, either because of income bracket changes or because of changes to laws regarding mortgage interest. I have been told that if I file before Feb 15 the IRS wont process my forms until then.Is this true?
