Mortgage company awaiting buyers birth certificate?

We accepted an offer on our property 7 weeks ago. The buyer has not had his survey done yet. The Estate Agent say they are waiting for the buyers birth certificate. I have had 2 mortgages in the past and neither time have I provided my birth certificate. Is this right or are the Estate Agent fobbing me off??
