Default If two people are own a mortgage loan...

...together and one of them decides they are moving out and no longer? contributing any money towards the home (mortgage, hoa, taxes) does the other person on the mortgage have a right to obtain half on these costs back from the other person through the court system?

Your question is lacking clear details. But from what I can conclude, that is illegal, and going against mortgage contract requirements. For example, when two people are living in an apartment together, they both sign a lease. The lease states that rent is $XYZ and both tenants are required, under contract, to uphold it until the lease is complete. I would seek further information other than yahoo Answers for this situation.
