Default Is no down payment still an option on a...

...mortgage if the purchase price is well below the value of the house? I am planning on purchasing a house for investment purposes and want to get the mortgage with no down payment because I want to use the cash I have for improvements on the residence. With the new regulations, is that still possible since the purchase price is well below the appraised value of the house?
