Default Help with Credit Union Loan Modiication/Refi

I have a friend who needs help and i honestly don't have much experience with credit unions ...Here is her situation:

I qualify for the modification program, am not behind or late on mortgage payments of 1466/mo PLUS 220.00/mo taxes PLUS 60/mo insurance on 249000.00 5yr/arm at 4.75. However, my loan is owned by a credit union (ironically known as Government Employees Credit Union prior to name change a few years ago). They tell me they do not participate. Do I have any options? I have good credit and have had mortgages with other lenders (Wells Fargo etc.) that DO participate but it seems highly unlikely they would be willing to refi my loan in order for me to then modify it with them.
Have called HOPE, called Treasury Department, have called CUNA (national and regional offices). CUNA "supports" credit union participation...still, program is voluntary.

Any suggestions greatly appreciated
