UK Tenants - What did you have to do to find a flat to

rent? Do you have to pay a real estate agent? I was just looking at some flats online, a real estate agents website, and there was a tenancy application form. I'm fine with that, but there was a 200 pound fee to process the application and if it is denied, it is non refundable. Is this normal?
