Doesn't matter; both will likely sell the FHA mortgage after it's originated anyway. But usually local banks have cheaper closing costs. Get a good faith estimate from one of each and see which is the better financial decision. The rates and down payment will probably be identical; it's the closing costs that you need to watch.
