Default Is my Mortgage Broker scamming me?

My mortgage broker told me that the APR and fees on the GFE and the Truth-In-Lending Disclosure are only estimates and the actual values will be determined later. She said that she padded them high on purpose because if the actual values are higher than the estimates then she has to pay the difference and eat the cost, but if the values are lower then I get to pay the lower values. Is this true?She also sent me a Mortgage Broker Fee Agreement that has Direct Broker Fees listed as $900 processing fee, $500 admin fee, 1.25% broker points and also a 2% Yield Spread Premium. She gave the same excuse as previously that these are just estimates to protect her, that the actual values will be determined later and that it is not binding. Is this true?
