...mortgage but walk away due to loss in value, hurting the economy? Should they ever be allowed to obtain a government assistance in the future in buying a home? Should they have their wages garnished to pay the losses incurred by the lender?

Not really, the price of housing was too high, a market correction was inevitable. The lender took the risk involved in valuing real estate when they gave the loan. If their assessment of risk was not correct, it is their own damn fault.The borrower should face the music and not ever receive a home loan again and the lender should take responsibility for their actions in agreeing to the loan. It was a private transaction between two parties, the government doesn't need to be involved at all except in judging any resultant lawsuit.

I was not aware that people that could pay their mortgage were walking away because they were upside down on their loan. If that is truly happening they should be punished.
