Default Trying to buy a home, can I obtain mortgage?

I saw a home that I like and I'm interested in obtaining a mortgage. The only bills I still have include $4000 for my van ($450/month payment) and about $4000 for surgery on our dog ($180/month payment). Those bills should be paid off in less than a year. My credit is OK but not perfect. I have a number of negative items on my credit report but these have been resolved/on time for at least two years. The house in question is $160,000 and I'm looking to put down $36,000 via VA loan. Would I be able to obtain a mortgage for this house if I have a co-borrower with me who makes $714/month? My income is $4,600/month.I would assume that I fit within the 20% criteria for the down payment, $36,000 is about 23% of the total price for the home. Also, is the government still giving away the $8000 for purchasing a home? I can use that money to pay off the remainder of the bills.The $36,000 is coming from a VA loan.
