Default Mortgage lender application fee up front?

A mortgage lender called me and made a pretty good offer. I researched them and they have a good name. Is it normal for them to ask for a $400 application fee up front? It could be rolled into the closing cost which would be paid at time of closing, no?It's not a scam. The business is legit. I called them back and spoke to the VP. They are in my area. It's a legit broker.
