Default Can I renegotiate my mortgage?

My fixed rate is ending in January. The rate is going to go up from 7% to 5.2+6 month Libor rate which is currently at 4.1...This means the new rate will be 9.3%.My place is probably worth less than I paid for it so is there anyway I can renogotiate the loan? I know I am in the same boat as a lot of people but was just wondering. This mortgage is for 170,000 and I have a second mortgage for 43,000. The house is worth probably 210,000-215,000.I know the government has new programs out but I dont know much about them and if it is an option. Thanks!
