I don't believe there were any. I believe that it was always assumed that since the mortgage lender would hold the mortgage for an extended period of time that they would be conservative in their approach to business.The deregulation that occurred in 1990 was of the commercial banks. It allowed them to defend themselves fro m competition from the insurance companies and dedicated mortgage companies and savings and loans who were "trespassing" on some of the traditional areas of commercial banking.
