Default Should I refinance? from FHA to FHA

Streamline from 5.25% to 4.75? I bought a house 11/28/2009 . I paid down 3% on an FHA loan at 5.25 % for about $350000.K 30 year fixdNow the same mortgage broker is offering me an FHA streamline down to 4.75%. she says there are no fees or appraisals, Does that mean that the 3% I put down the first time won't count for anything anymore?the loan is in the name of my deceased wife so i call the bank and told them. she is pass they turn the loan to estate of my deceased wife my name is not in the loan i am just in the house title .any suggestions or help to what should i do should i have my name in the loan or leave it the way it's.and what is going to happend to the first down payment we pay any help would be appreciated thanks for your time.
