If I do the FHA streamline refinance this year 2009

does that make my loan eligible for the 8000 tax credit? If I purchased my home in Dec. 2008 but I'm going to do the FHA streamline Refinance this year 2009, does that make my loan eligible for the 2009 $8000.00 tax credit?
