Default Do I have to pay another installment of PMI for

refinancing an FHA loan that is streamlined? I'm refinancing my FHA loan for a lower rate. Originally, the seller paid the upfront PMI for the house, around $1800. Now, I'm refinancing. But I have to pay another $1800 for PMI. If I already have PMI, then why should I have pay another lump installment?
